Applications are invited from Indian citizens both male and female, who have passed their final MBBS examination in first or second attempt and completed internship for grant of Short Service Commission in the Army Medical Corps. Applicants who have taken more than two chances in final MBBS need not apply.

Qualification:
The applicant must possess medical qualification included in First/Second Schedule or Part II of the Third Schedule of IMC Act 1956. The applicant must have permanent registration from any State Medical Council/ MCI. Post graduate degree holders i.e MD/MS/MCh/ DM may also apply. PG Degree in following subjects will be given preference:

(a) Anaesthesia,

(b) Surgery,

(c) Obstetrics & Gynaecology,

(d) Medicine
Note: Candidates who will be completing internship by 30th Apr 2009 may also apply.
Age Limit: The candidate must not have attained 45 years of age on 31 Dec 2009.
Method of Selection: Eligible candidates will be called for interview by a Board of Officers in the month of May 2009 at Army Hospital (Research & Referral) New Delhi near Dhaula Kuan, Delhi Cantt to assess their suitability and merit for grant of Short Service Commission in the Armed Forces Medical Services. The candidates appearing for interview for the first time will be paid to and fro sleeper-class railway/bus fare.
Employability: Being a Medical Officer of Armed Forces Medical Services, the candidate on grant of commission is liable to be employed as per service requirement in any part of country or abroad, in Army, Navy or Air Force. They may have to work independently in the units allotted to them.
Emoluments: Doctors on commissioning in the Armed Forces Medical Services will be granted the rank of Captain (or equivalent rank in Navy/Air Force) in the scale of Rs. 15600-39100 plus Grade Pay Rs 6100/- plus Military Service Pay (MSP) Rs 6000/-, Non-practicing allowance at the rate of 25% of the Basic Pay (Pay + Grade Pay + MSP) and Dearness Allowance (total emolument at minimum of Pay Scale at the time of joining will be approximately Rs 42000/- pm). In addition, entitled free ration, subsidized accommodation and allied facilities shall be provided. PG Degree holder will be eligible for PG allowance of Rs 1000/- p.m. or specialist pay after undergoing the laid down procedure. In addition, officers are entitled to 60 days Annual Leave & 20 days Casual Leave in a year, Leave Travel Concession (LTC), free medical services for self & family including dependent parents, Group Insurance of Rs 15 lakhs & Canteen Store Depot (CSD) facility etc.
Promotion for SSC Officer: SSC officers are eligible for promotion upto the rank of Major (or equivalent rank in Navy/Air Force) after four years of service as Capt and Lt Col (or equivalent rank in Navy, Air Force) after a total service of 11 years. A candidate who holds additional qualification of Post-Graduate Degree/Diploma will be given antedate of seniority for three/two years respectively as per rules.
Tenure:

(a) For Fresh Candidates: The tenure of SSC officers is of 05 years, extendable by another 09 years in two spells first of 05 years and second of 04 years, for those who are willing to continue, subject to laid down eligibility criteria.

(b) For Ex AMC candidates: (i) Candidates released from AMC service on expiry of initial contractual period of five years will only be considered for grant of recommission in AMC for second tenure. (ii) Candidates released after expiry of 10 years of SSC service will not be considered for grant of recommission in AMC for second spell of four years of extendable tenure.
Note: Candidates already released from AMC service on resignation/PMR will not be considered for recommission in AMC.
Permanent Commission:
(a) On completion of 2 years service, SSC officers are eligible to apply for Departmental Permanent Commission (DPC) provided they have not attained the age as indicated below:
(i) MBBS – 30 years as on 31 Dec of the year of application for DPC.
(ii) Diploma – 31 years as on 31 Dec of the year of application for DPC.
(iii) Post Graduate – 35 years as on 31 Dec of the year of application for DPC.
(b) Selection of SSC officers for grant of Permanent Commission is decided by a Selection Board held in the office of DGAFMS, Ministry of Defence.
How to apply: Application on a good quality plain paper (A4 size) duly completed in all respects strictly on the prescribed proforma as per advertisement along with attested copies of required documents should reach at the Office of the Director General, Armed Forces Medical Services/DG-1A, Ministry of Defence, ‘M’ Block, New Delhi-110001 latest by 20 Mar 2009. For intimation of date of interview one self addressed envelope (without postage stamp) will be sent by the candidates for correct postal delivery.


Fee: Application Processing Fee (APF)
– Candidates are required to enclose a non refundable Demand Draft of any Nationalised Bank for Rs 200/- (Two Hundred only) payable at New Delhi in favour of the Director General Armed Forces Medical Services (APF Fund). Candidates should write name & address on the backside of demand draft. It is required to ensure that the demand draft bears code number of issuing Bank.

Eligibility

Nationality : Only Indian Nationals would be eligible to apply.

Educational Qualifications:

JTO (Telecom)

Applicant must possess as on 31.12.2009, Bachelor of Engineering/Bachelor of Technology or equivalent Engineering degree in any of the following disciplines from a recognized engineering college/university:
i.    Telecommunication,
ii.    Electronics,
iii.    Radio,
iv.    Computer,
v.    Electrical.
vi.    Information Technology

JTO (Civil)

Age:

The applicant for JTOs(Telecom), JTOs(Civil) and JTOs(Electrical) should not be more than 30 years of  age  on the closing date for   receipt of  applications from candidates.   However, this age is relaxable as per standing instructions on this subject for:-

i)    Govt. servants upto 5 years in accordance with the instructions or orders issued by the Central Govt.;
ii)    BSNL employees upto 5 years in accordance with the instructions or orders issued by the BSNL;
iii)    For Scheduled Castes & Scheduled Tribes candidates upto 5 years;
iv)    For OBC Candidates upto 3 years;
v)    For General Category PH candidates upto 10 years ; (for SC/ST 15 years and for OBC 13 years)
vi)    For certain other categories like ex-servicemen, displaced persons from East Pakistan[now Bangladesh], repatriates from Burma and Ceylon [now Srilanka],residents of  Goa, Daman & Diu, persons migrated     from Kenya, Uganda, Republic of  Tanzania  as per instructions issued  by the Central  Government from time to time in this regard.
(vii)    For Residents of J&K – Relaxation shall be in accordance with DoP&T’s Notification  No.15012/7/1991-Estt.(D) dtd. 7.12.2007  pertaining to “Residents of  State of Jammu and Kashmir (Relaxation of Upper Age Limit for Recruitment to Central Civil Services & Posts) Rules 1997”.

Further in respect of apprentices who have undergone apprentice training in BSNL successfully, there will be following provision:-
(a)    An apprentice will be required to compete in the common competitive examination conducted by BSNL along with other direct candidates and preference to the apprentices over non-apprentices direct candidates will be given only if apprentices secures equal place in merit in select zone and all other eligibility conditions being equal.
(b)    The apprentices would not be required to get her/his name sponsored by any employment exchange.
(c)    The apprentices would be entitled to age relaxation to the extent of the period for which the apprentice had undergone training as apprentice in the BSNL.

Mode of selection and nature of Question Paper

The mode of selection is through an All India Competitive Examination. The examination will be of three hours duration with one Question Paper containing the following three sections:-

For JTOs(Telecom)

Section-I :    Engineering stream  :    50 questions
Section-II :    Engineering stream  :    50 questions
Section-III :     General Ability Test  :  20 questions

For JTOs(Electrical)

Section-I :    Electrical Engineering stream :    50 questions
Section-II :    Electrical Engineering  stream:    50 questions
Section-III :     General Awareness     :     20 questions

For JTOs (Civil)

Section-I :    Civil Engineering stream      :    50 questions
Section-II :    Civil Engineering stream       :    50 questions
Section-III :     General Ability Test                 :   20 questions

The Question Paper will be fully objective type with multiple options as answers to each question.  The standard of paper in engineering subjects will be that of Engineering Examination of an Indian University.

However, there would be no separate time fixed for attempting the separate sections.  Detailed syllabus for JTOs(Telecom), JTOs(Civil) and JTOs(Electrical) appear at Annexures ‘B’ , ‘C’ and ‘D’ respectively.

A final call letter/appointment letter will be issued to the candidate after completion of all other formalities.

Closing date for receipt of Application Forms

Application forms complete in every respect must reach on or before 06.04.2009. Applications received after the closing date or not accompanied by the demand draft [wherever applicable] for the prescribed examination fee or incomplete in any respect shall be summarily rejected and no communication in respect of the rejected application forms shall be entertained.  Fees paid shall also NOT be refunded. BSNL shall not be responsible for any postal delay.

Bachelor’s Degree or Master’s Degree or equivalent qualification in any subject from any recognised University with a minimum of 55% marks in aggregate (means total marks obtained by the applicant in all the papers of the examination held by the concerned university) or its equivalent grade. SC/ST applicants with graduate degree with a minimum 45% in aggregate (means total marks obtained by the applicant in all the papers of the examination held by the concerned university) or equivalent qualification are eligible to apply.

In the interview, weightage may be given to the applicants having Post-graduate degree or specialisation in the area of management, agriculture, agri-business, rural development, economics, engineering (agri, civil, electrical, mechanical), IT, finance, forestry, animal husbandry, fisheries, soil sciences, etc.

Knowledge of computer operations is desirable.

III. AGE (as on 01.01.2009)

Between 21 and 28 years for graduates (i.e. Applicants must have been born not earlier than 02-01-1981 and not later than 01-01-1988) and between 21 and 30 years for post-graduates (i.e., applicants must have been born not earlier than 02-01-1979 and not later than 01-01-1988 ).

Nursing Service (MNS): Vacancies – 100

1. Applications are invited from female candidates who have passed BSc (Nursing)/Post Certificate BSc (Nursing), in not more than one attempt or MSc (Nursing), for grant of Short Service Commission in the Military Nursing Service as Nursing Officers.

2. Nationality: Must be a citizen of India (both, Applicant and Spouse, if married).

3. Qualification: A candidate must (a) Possess BSc (Nursing)/Post Certificate BSc (Nursing)/MSc (Nursing) qualification from INC recognized University. (b) Be registered, as State Registered Nurse and Midwife from State Nursing Council.

4. Age Limit: The candidate must complete 21 years and should not be more than 35 years of age as on 30 May 2009.

5. Medical Standards: Applicants must be medically fit. The physical fitness of selected candidates will be finally determined by a Medical Board under arrangements made by the office of DGAFMS.

6. Method of Selection: Eligible candidates will be called for a written test to be conducted at Base Hospital Delhi Cantt in the 3rd Week of April 2009. Based on the merit in the written test, the required number of qualified candidates will be called for interview followed by Medical Examination. Total process may take 3-4 days. The candidates called for interview will be paid Sleeper class Railway fare from the place of residence to the place of examination centre and back as per AI 17/96 amended from time to time.

7. Marital status: Unmarried/Married/Divorcee/Widow.

8. Employability: Candidates selected for grant of SSC in MNS will be liable to serve for five years extendable to fourteen (5+5+4) years, anywhere in India in the same way as Military Nursing Service (Regular) Officers in any branch of the Armed Forces i.e. Army, Navy and Air Force.

9. Emoluments: Registered Nurses as State Registered Nurse and State Registered Midwife on commissioning in the Military Nursing Service will be granted and rank of Lieutenant. The pay & emoluments as applicable to the Central Govt pay scale. Entitled ration, accommodation and allied facilities are also available.

10. Promotion: (a) Short Service Commission Nursing Officers: Promotion of Short Service Commission Nursing officers is as under:-
Lieut – On entry
Capt – 5 years of reckonable commissioned service
Maj – 12 years of reckonable commissioned service

(b) Permanent Commission Nursing Officers: Promotion for Permanent Commission Nursing Officers is as uner:-
Lieut – On entry
Capt – 5 years of reckonable commissioned service
Maj – 12 years of reckonable commissioned service
Lt Col – By selection (Lt Col time scale – after 20 years of reckonable commissioned service)
Col – By selection
Brig – By selection
Maj Gen – By selection

Note: Nursing Officers with B.Sc (Nursing) qualification are eligible for one year antedate seniority and Nursing Officers with M.Sc (Nursing) qualification are eligible for two years antedate seniority from the date of commission as per rules.

11. Permanent Commission: SSC Officers of the MNS will be considered for grant of permanent commission as per existing rules as amended from time to time. They will be considered for Permanent Commission subject to availability of vacancies in Military Nursing Service and after qualifying in the interview by a duly constituted Selection Board.
