Selection Procedure:

(a) Short-listed candidates will be called for Prelimary selection test/interview at Kolkata/Chennai/ Mumbai/Noida (UP). Candidate’s excellence in Academics, Sports and NCC will be given due weightage whilst short-listing the candidates. The date of entrance test will be intimated to the short-listed candidates through call up letters by third week of Feb 2009. Candidates who do not receive call up letter may assume that they have not come in the zone of short-listing.

(b) The selection process consists of two phases: (i) Preliminary Selection Boards (PSB) are conducted at Kolkata/ Chennai/ Mumbai/ Noida (U.P.). It consists of General Mental Ability Test in which the candidates will be tested for General Awareness, General Intelligence and Reasoning. (ii) Final selection board (FSB) at Coast Guard Selection Board (CGSB) Noida (U.P.). it consists of Psychological Test, Group Testing and Interview (Personality Test).

(c) Selection will be made only on the basis of performance of the candidate in FSB. Those found medically fit will be placed in the merit list. The candidates who qualify in the merit list vis-à-vis number of vacancies available will be issued with appointment letter.

(d) Medical examination will be held at Delhi.

Staff Selection Commission Junior Engineer (Civil & Electrical) Examination, 2009

Information at a glance

Staff Selection Commission will hold on Sunday, the 5th April 2009, an open competitive examination for recruitment to the post of Junior Engineers (Civil & Electrical) in CPWD and MES, a Group ‘C’ Non-Gazetted, Non-Ministerial post, classified as General Central Service (Technical) in the pay-scale of Rs 5000-150-8000 (pre-revised), all over the country.

Note-I: The above stated posts carry All India Service Liability (AISL) i.e. the Candidate, on selection, could be asked to serve anywhere in the country.

Note-II: Candidates who appear for the written examination and qualify for Interview may also be considered for recruitment to the posts of JE (Civil)/JE (Elect) in other Govt. Organisations/ Departments, subject to receipt of confirmed number of vacancies from them before the Interviews or declaration of the Final Results.

Vacancies/Reservation

(i) Firm number of vacancies for the post of Junior Engineers (Civil & Elect) will be determined in due course.

(ii) Reservation for SC/ST/OBC/ExS/PH etc. categories are applicable as per extant Central Govt. Orders.

Note: Orthopaedically Handicapped (OH) and Partially Deaf/Hearing Handicapped candidates are eligible for the above posts.

(a) Age Limit: 18-27 years as on 30.01.2009 (closing date for receipt of applications) i.e. the candidate must have been born not earlier than 31st January 1982 and not later than 30th January, 1991.

Note: Candidate should note that the Date of Birth as recorded in the Matriculation/Secondary Examination Certificate or an equivalent certificate only, on the date of submission of application will be accepted by the Commission for determining the age eligibility and no subsequent request for its change will be considered.

(b) The Upper age limit as prescribed in Para A will be relaxable:

(i) Up to a maximum of 5 years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe category;

(ii) Up to a maximum of 3 years if a candidate belonging to OBCs in accordance with DP&T OM No. 43013/2/95-Estt (SCT) dated 25.01.1995 read with amendments made thereafter;

(iii) Up to a maximum of 10 years if the candidate is a physically handicapped person. For candidates belonging to SC/ST/OBC who are physically handicapped, the maximum age relaxation of 10 years permissible for physically handicapped shall be in addition to the age relaxation provided in terms of column (i) and (ii) above;

(iv) Up to the maximum of 5 years to candidates of Jammu and Kashmir who have ordinarily been domiciled in the State of Jammu and Kashmir during the period from 1.1.1980 to 31.12.1989. (Any person intending to avail of the aforesaid relaxation shall submit the certificate from either District Magistrate within whose jurisdiction he/she had ordinarily resided or any other authority so designated in this behalf by the Govt. of Jammu and Kashmir to the effect that he had ordinarily been domiciled in the State of Jammu and Kashmir during the period 01.01.1980 to 31.12.1989);

(v) Up to the age of 35 years (upto 40 years for members of Scheduled Castes/Scheduled Tribes and 38 years for OBC) in the case of widows, divorced women and women judicially separated from their husbands and who are not remarried subject to production of copy of the judgement/ decree of the appropriate Court to prove the fact of divorce or of at the judicial separation;

(vi) Up to a maximum of three years (8 years for SC/ST and 6 years for OBCs candidates), in the case of Defence Personnel disabled in operation during hostilities with any foreign country or in a disturbed area and released as a consequence thereof.

(vii) Upper age limit is also relaxable for retrenched employees of Chukha Hydel Project Authority in Bhutan who were directly recruited, to the extent of service rendered by the retrenched employees will be decided on the basis of certificate issued by the Chukha Hydel Project Authority).

(c) Age concession for Ex-servicemen will be allowed in accordance with the extant Govt. orders issued by the Government from time to time.

Minimum Essential Educational Qualifications: (As on 30th January, 2009)

Diploma in Civil or Electrical or Mechanical Engineering from an Institute recognized by the Central Government or equivalent qualification

Note I: As per clarificatory reference received vide CPWD’s letter No. A-12021/4/2004-ECVI/III dated 27.01.2006, the candidates with following qualifications are also eligible:-

(i) Degree in Civil/Electrical/Mechanical Engineering;

(ii) AMIE (Section A & B) in Civil/Electrical/Mechanical Engineering of the Institution of Engineers (India);

(iii) Diploma in Electrical and Electronic;

(iv) B.E. Electrical (Electronics/Power);

(v) Diploma in Civil and structural Engineering;

(vi) B.E. in Electronics and Power Engineering;

(vii) Degree/Diploma in Civil and Rural Engineering;

(viii) B.Sc (Civil Engineering)

Note-II: Candidates who do not fulfill at least the minimum educational qualification as on the stipulated date are not eligible and need not apply for the post.

Fee payable: Rs. 100/- (Rupees Hundred only)

No Fee for Scheduled Castes/Scheduled Tribes/Physically Handicapped/ Ex-Servicemen.

Mode of Payment: The candidates should pay the fee by means of “Central Recruitment Fee Stamps (CRFS)”. These stamps are available at the counter of all Departmental Post Offices of the country. These Recruitment Fee Stamps may be pasted in the space earmarked for the purpose in the application form. These Recruitment Stamps must be got cancelled from the Counter Clerks of any Post Office of issue with the date stamp of the issuing office in such a manner that the impression or the cancellation stamps partially overflows on the application form itself, taking care at the same time that the impression is clear and distinct to facilitate the identification of date and post office of issue at any subsequent stage.

How to apply: The applications must be submitted in the application form given in Annexure-I in A-4 size paper. The candidates may utilize in original the form published in the ‘Employment News” for filling up the columns with ball-point pen. They may also use the application form neatly typed on white paper in double space and typed on only one side of the paper. There is no objection to candidates using printing application form, if available from private agencies, as long as the format and size of application form is exactly the same as published in Annexure-I of this advertisement. The application must be filled up by the candidate in their own handwriting. They must put their signature at the appropriate places/declaration, failing which the application will be summarily rejected by the commission without any correspondence with the candidate.

The applicants in their own interest are advised to go through the commission’s notice, as published in the employment news for all relevant details.

Candidates are warned that application submitted on format and size which is not exactly the same as published in this advertisement, are liable to be rejected summarily.

The envelope containing the application must be superscribed in bold letters as “Application for Junior Engineers (Civil & Electrical) Exam., 2009 and the name of the Centre from where the candidate intends to appear should be written in capital letters at the left side corner.

SC/ST/OBC candidates should also superscribe their category on the envelope.

Candidates have the option to submit either self attested/self certified photocopies of various documents or to submit photocopies of various documents duly attested by a gazetted officer as per extant procedure alongwith the application form. However, the original documents/certificates will be verified at the time of interview and their candidature will be subject to result of such scrutiny. While exercising the facility of self-attestation of various documents, the candidates are warned that – any wrong attestations so as the mislead the Commission or to gain access to our examinations, would lead to criminal/debar action against the candidates, besides cancellation of their candidatures.

Application may also be submitted at the Commission’s Regional/Sub-Regional Office concerned, personally/by hand within the stipulated date and time of submission.

Documents to be attached with the application: (i) Central Recruitment Fee Stamps (CRFS) of Rs. 100/- affixed and clearly cancelled as prescribed in this Notice on the application form.

(ii) One recent good quality passport size photograph to be pasted on the application form in the space provided for the purpose

(vi) Attested copies of Matriculation certificates or equivalent as a proof of age (Date of Birth), copies of certificates/Year wise Marksheets/provisional Certificates towards proof of Educational Qualifications.

(vii) Documents in support of claim of age relaxation (for categories not covered in item V above).

(viii) Candidates in Government Service are to attach an undertaking that they have informed in writing their head of office/department that they have applied for the examination.

(ix) Duly filled in application form.

Sports medicine is a great idea. The nation’s collective sigh of relief on Tendulkar’s bouncing back during the recent tour onto the pitch (pun intended) after weeks of nail biting will-he won’t-he, uncertainty only serves to highlight the importance and shortage of highly trained professionals in sports medicine.

As sports gets increasingly competitive and the stakes increasingly higher, nothing short of 200% fitness can give the player the crucial winning edge. A simple swelling on the wrist may not only result in a dropped catch but could well cause the World Cup to slip from your hands!

Not only does a huge vacuum exist in sports science and medicine, but India also needs top-flight trainers, physiotherapists, nutritionists, psychologists, physiologists and masseurs and biomechanics to keep our athletes and sportspersons fighting fit. Sports medicine is concerned with the prevention, treatment and rehabilitation of sport-related injuries.

Sports physiologists objectively assess the athlete’s physiological condition and capacity through various tests and regularly monitor their progress. These findings help the coach devise an appropriate training and remedial exercise programme to improve the athlete’s strength and optimise his physical potential.

A person has to undergo at least 100 hours of training to be arranged by the insurance company and has to pass a test, after which a licence is granted by the Insurance Regulatory and Development Authority. If one is willing to work sincerely for at least three to four hours daily, then he can earn about Rs 10,000 per month, which will continue to increase.

Insurance companies
are also recruiting unit/sales managers, who recruit and guide agents to bring new insurance policies. The person to be recruited as a sales manager should be at least a graduate, with some experience in marketing.

Training: All insurance companies are in need of persons who can impart training to their marketing force and other staff. Such training is being outsourced from insurance colleges by some companies while some have their own training managers. A majority of these imparting such training are retired insurance officials.

Insurance courses:
At present about 20 private insurance companies are in the market and are in the process of expanding their activities. They will require qualified persons. Many colleges are introducing insurance as a subject at the graduation level. Some private institutions also offer insurance courses. While choosing a course, a candidate is supposed to be vigilant, as placement cannot be guaranteed by any such course.

Actuarial Science:
If one goes for the actuarial science exam and qualifies even in a few papers, then placement is not a problem. The eligibility for admission is:

(i) 10+2 (HSC) or equivalent with at least 85 per cent marks in mathematics/statistics.

(ii) Graduate/postgraduate with subject like mathematics, etc and must have at least 55 per cent marks in mathematical sciences.

(iii) The medium of instruction must be English.

The total number of papers is 16 and the exams are held every year in May and November, with no restrictions on the number of papers you want to appear in at a time and with no age restriction.
